焦守林：更应追问民族身份何以想改就改

　　7月4日，北京大学接到第二例民族造假重庆考生举报。经查证，这位名叫田中的考生报考了北京大学医学部，且正是重庆31名民族造假考生之一。北大随后紧急磋商，可能再次宣布弃录该考生。(7月5日《成都商报》)

　　这是一个“潜规则”猖獗的年代，稍有特权之人大多喜欢搞点“潜伏”。重庆高考状元何川洋修改民族身份加分被北大取消录取资格一波刚平，考生田中又演二季。以此可见，欲潜北大者，岂止何川洋？而欲潜全国高校者，又仅重庆31青年乎？既然冰山之一角已经露出，显然就必须追问，今年的高考中全国还有多少人欲通过改民族身份这一加分马甲而企图潜伏？而又是怎样的幕后权力黑手支撑了擅改民族身份？

　　分数能被北大相中者，绝非等闲之辈，可如此优秀之人，为何还要通过修改民族身份于百尺竿头更进一步？按照经济分析法学理论，原因无非有二：一是改民族这一动作难度不大；再者相信自己不会被查出。

　　那么改民族身份难不难呢？从法律规定来看显然是难。按照《关于中国公民确定民族成分的规定》，“凡申请变更民族成分的，须经本人所在单位人事部门或居住地区的街道办事处、乡镇人民政府调查核实，报经县级以上民族工作部门审批后，方可到户籍管理部门办理手续”。如此严格的审核程序下，再加上《关于严格执行变更民族身份有关规定的通知》的严惩规定，为何仍不能杜绝民族身份的“潜伏”者呢？

　　根源就在于改民族身份而加分虽是教育领域的问题，但解决之道却系于教育政策之外。部分考生能在户口簿与身份证上造假，离开教育之外的权力滥用是绝无可能的。由此，除了对那些被查处考生零容忍外，更应追问的是民族身份何以想改就改？

　　民族身份是有内涵的，而不是工具；加分政策是有尊严的，而不是玩物。既如此，主管部门有没有胆量对那些擅改考生民族身份的幕后权力黑手进行一次彻查呢？然之，对投机者的打击才是有效的，高考的公平也才是可期的。否则，只是被动的零敲碎打，主管部门的公信力就永远躲不开质疑的目光。
