CPC plenary session calls for developing the economy based on scientific concept

The 16th Central Committee of the Communist Party of China (CPC) concluded its fifth plenary session in Beijing Tuesday and called for developing the nation's economy based on scientific concept of development.
The four-day plenum examined and approved a proposal for formulating the 11th five-year program for China's economic and social development.
The central committee pointed out that the formulation of the program (for 2006-2010) should be guided by the Deng Xiaoping Theory and the important thought of the Three Represents and implement the scientific concept of development.
The session noted that economic development is the top priority for the CPC, all efforts should be focused on economic development, and problems that arise during the course of development should be solved via development and reforms.
The scientific concept of development should underpin China's economic and social development, development should be people-oriented, outdated concepts should be changed, and new development models should be found, so as to ensure all-round, coordinated and sustainable economic and social development.
During the next five years, China should have stable and relatively fast economic growth, step up the transformation of modes of economic growth, improve its capacity of independent innovation, promote coordinated development of urban and rural areas, make greater efforts to build a harmonious society, and further deepen reforms and opening-up, the communique says.

Senior CPC official calls for harmonious, stable social environment
Senior CPC official Luo Gan has called for enhancing social security work to create a good social environment for building a harmonious society.
At a two-day national meeting on comprehensive management of public security in Suzhou which opened Friday, Luo, a member of the Standing Committee of the Political Bureau of the CPC Central Committee said that it is China's pressing need of creating a stable and secure social environment to build a harmonious society.
Luo, also director of the Central Committee for Comprehensive Management of Public Security urged local governments to prevent and find solutions to various social conflicts so as to safeguard social stability.
Serious crimes should be severely punished and security should be strengthened at the basic level, Luo said.
He called for coordinated work of departments at all levels to build a secure society with innovative work approaches.
