  •       美国国务院5日发布了2009年度全球恐怖主义形势报告,强调“基地”组织对美国造成威胁。

    美国国务院在报告中称,“基地”组织依然非常活跃地参与对美国和西方目标进行袭击的行动策划。

    报告说,巴基斯坦境内的“基地”组织分支对美国造成了最大威胁,虽然这一组织最近遭到挫折,但它适应性强、恢复迅速,依然通过代理组织,不断扩展其影响力。

    报告还说,也门以及索马里的“基地”组织分支最近越发活跃,并吸引了越来越多激进的美国人成为其成员,美国国务院对此表示担忧。

    另外,和去年一样,美国国务院在报告中将古巴、伊朗、苏丹和叙利亚列入了所谓“支持恐怖主义国家”名单。

Aug 5 (Reuters) - The U.S. State Department released its annual report to Congress on Thursday on international terrorism last year. There were 10,999 attacks worldwide that killed 14,971 people in 2009.
Iraq, Afghanistan, and Pakistan accounted for about 60 percent of fatalities from terrorism. The State Department defines terrorism as "premeditated, politically motivated violence directed against noncombatants." Following are some negative and positive trends from 2009: NEGATIVE TRENDS -- Terrorist attacks in Afghanistan increased. The number of attacks in 2009 was 2,124, up from a low in 2005 of 494. The attacks nearly doubled in 2009 to 2,126 from 1,222 in 2008. Casualties and deaths were 7,584 in 2009 in Afghanistan, up from 5,430 in 2008. -- The number of suicide attacks in Iraq was down, but the number of suicide attacks in Pakistan was up. -- The security situation in Yemen continued to deteriorate during 2009. -- The Dec. 25 attempted suicide bombing at Detroit airport by a Nigerian influenced by a radical Yemeni cleric highlighted the continuing threat to U.S. domestic targets. -- U.S. and European citizens play a growing role in militant movements. -- The Somali group Al-Shabaab was second only to the Taliban last year in terms of number of attacks claimed. POSITIVE DEVELOPMENTS -- The total number of attacks declined for a second straight year. -- Al Qaeda faced a number of significant leadership losses, a State Department official said. Despite this setback, the broader al Qaeda threat has become more dispersed and geographically diversified. -- Iraq had the highest number of terrorist attacks in 2009, with 2,458 attacks, but the number of attacks was down from a high in 2006 of 6,631. That was almost a quarter of global attacks. -- Female suicide bomber attacks were down from 2008 and accounted for only seven of the 299 total suicide attacks.
